How Bluesky starter packs work
A starter pack is a page that bundles a group of accounts, and up to 3 custom feeds, under a name and a description. Anyone can open it from a link or QR code and follow everyone at once with Follow all. People who do not have an account yet can join Bluesky straight from the pack, and Bluesky counts them: that is the joined number in the results above.
Under the hood a starter pack is an app.bsky.graph.starterpack record that points to a list of accounts. That is why this tool can read the members of any pack and export them.

How to make a starter pack on Bluesky

Open the Starter Packs tab
In the Bluesky app, go to your profile, open the Starter Packs tab and choose Create.

Name and describe the pack
Give it a name of up to 50 characters and a description of up to 300 that says who it is for.

Choose people
Search for accounts and add them. You are added automatically, and the app asks for at least 8 people before you can continue. The default limit is 150.

Choose feeds
Optionally add up to 3 custom feeds, or skip this step.

Share it
Finish the pack and share its link or QR code. People can follow everyone with Follow all, and people without an account can join Bluesky from the pack.

Type a topic, a community or a name into the search box above and press Search. The tool asks the Bluesky public API (app.bsky.graph.searchStarterPacks) and shows each matching pack with its creator, member count and how many people joined Bluesky through it. Load more pulls the next page of results.

The list behind it is a reference list, used only for the pack. A curation list powers list feeds and reply settings, and a moderation list mutes or blocks everyone on it.
How do I make a starter pack on Bluesky?

What does joined mean on a starter pack?
Bluesky counts the people who created their Bluesky account through a starter pack. Joined all time is the total, and joined this week is the recent figure. The Bluesky app only shows the all time number on a pack once it reaches 25, but the API returns it for every pack, so this tool shows it even when it is small.
Can I turn a starter pack into a list or a CSV?
Yes. Click View members on any result, then Export CSV. You get the handle, display name, DID and profile link of every member, which you can use to follow people one by one or to add them to a list of your own.
Do I need to sign in to Bluesky to use this?
No. Starter pack search, starter pack details and list members are public on Bluesky, so the tool calls public.api.bsky.app straight from your browser. Nothing is sent to OpenTweet and nothing is stored.
